Expenditure related to the following matters shall be chargeable on the Provincial Reserve Fund and the approval of the Provincial Assembly shall not be required for such expenditure:-
(a) Amount of remuneration and allowances to be given to the Speaker of the State Assembly and the Deputy Speaker of the State Assembly,
(b) The amount of remuneration and benefits to be given to the chairman and members of the State Public Service Commission,
(c) Expenditure relating to debt obligations of State Governments,
(d) the amount payable in accordance with a judgment or order passed by a court against the State Government, and
(e) The amount determined by the provincial law to be charged to the provincial reserve fund.
